Panchayats in Himachal Pradesh:

In Himachal Pradesh, there have total 3243 panchayats. Establishment of panchayat raj institutions on a proper footing was started during the regime of the first popular ministry in 1953. Some 600 panchayats and an equal number of nyaya (Justice) Panchayats were formed later. These numbers remained almost static till the unified of Punjab hill areas.

The number of gram panchayats then rose to about 1900 while the number of nyaya panchayats remained the same as those did not exist in the newly integrated areas. After common elections of the gram panchayats in 1972-1973 in Himachal Pradesh, 2038 nyaya (justice) panchayats and an equal numbers  gram panchayats were set up. The panchayat samitis (one for each block) numbered 69 and Zila Parishads 12.

The record of gram panchayats in the development of rural areas had been impressive and the discharged satisfactorily the numerous duties assigned to them. They constructed some 400 km of rural roads, planted about 25 lakh trees, repaired numerous school buildings and contributed in in terms of money, something like Rs 15 lakhs towards voluntary labour and collected about Rs. 6 lakhs as taxes during the two years after their elections in 1972-73. The nyaya panchayats disposed of nearly 33,000 cases during 1971-74. Since 1974 to 1993 a number of amendments were made to Himachal Pradesh Panchayati Raj Act. But in the year 1993, the union government passed 73rd constitutional amendment and introduced uniform panchayati raj system all over the country.

Since then three general elections to the panchayats have been held. In the new panchayati raj system there are three tier. i.e. village panchayat, block samiti and zila parishad. The members of all three organs are directly electred by the people on the basis of adult franchise.
